Does the <body> rule the mind or does the mind rule the <body>?

I just filed an issue on W3Cs Github HTML repository to allow <span/>Elements in <title> Elements. In my opinion this would make <title> elements more accessible, because it offers the possibility to create multi language titles, that are read correctly by screen readers.
